TVK Vijay Stakes Claim Before Governor: 112 MLA Letters Submitted, But Governor Demands 118 as Coalition Talks Face Fresh Hurdles

Chennai, May 6, 2026 | Tamil Nadu 2026 Updates — In a significant political development, Tamilaga Vettri Kazhagam (TVK) chief C. Joseph Vijay met Tamil Nadu Governor Rajendra Vishwanath Arlekar at Raj Bhavan on Wednesday and formally staked claim to form the next government in the state. However, the move has hit an immediate roadblock, with the Governor expressing dissatisfaction over the numbers presented and asking TVK to return with support from at least 118 MLAs.
 
According to the final results declared by the Election Commission of India, TVK has emerged as the single-largest party with 108 seats in the 234-member Tamil Nadu 2026 Assembly. The party is 10 seats short of the majority mark of 118. The detailed seat share is as follows: DMK secured 59 seats, AIADMK 47, Congress 5, PMK 4, IUML 2, CPI 2, CPI(M) 2, VCK 2, BJP 1, DMDK 1, and AMMK 1.

Tamil Nadu 2026: Congress Support Secured, But Shortfall Persists

Congress has officially extended unconditional support to TVK for forming a “secular government”, keeping out communal forces. With Congress’s five seats, TVK’s strength has reached 112–113. Vijay’s team submitted letters of support from 112 MLAs to the Governor during the meeting. However, Governor Arlekar is said to be unconvinced and has insisted on clear proof of a majority — at least 118 signatures — before inviting TVK to form the government.

Coalition Arithmetic Hits Roadblocks in Tamil Nadu 2026

TVK’s earlier projected 119-seat secular coalition now faces uncertainty. The proposed alliance of TVK (108) + Congress (5) + CPI & CPI(M) (4) + VCK (2) had looked promising on paper. However, fresh developments have complicated the picture. The CPI and CPI(M) have refused or withheld firm commitment so far. The PMK, with its four seats, has also declined support to TVK. AIADMK has outright refused to back any TVK-led arrangement.
 
Talks with VCK and IUML are still ongoing, and TVK is exploring support from independents and smaller groups. In a precautionary move, TVK has shifted its MLAs to a secure resort to avoid any poaching attempts. Vijay was today formally elected as the Legislative Party Leader by TVK MLAs.

What Happens If the Governor Remains Unconvinced?

Political observers point out that this is a classic hung assembly situation. Under the Supreme Court’s landmark S.R. Bommai judgment (1994), the floor of the Assembly is the ultimate test of majority. The Governor can ask the claimant to prove strength through a floor test, which is considered the most democratic route.

Possible scenarios include:

  • TVK submitting additional letters or parading MLAs to reach 118.
  • The Governor summoning the Assembly and ordering a confidence vote within a short period (likely 2 to 7 days).
  • In the extreme case of no party or combination being able to form a stable government, the Governor could recommend President’s Rule under Article 356, keeping the Assembly in suspended animation. However, this option is considered a last resort and is subject to strict judicial scrutiny and parliamentary approval.

Fresh elections would be a distant and politically sensitive possibility only if all avenues for government formation are exhausted.

The Road Ahead for Tamil Nadu

Despite today’s setbacks, TVK remains in a strong position as the single-largest party. With Congress firmly on board and negotiations continuing with other smaller parties, the coming hours and days are expected to see intense backroom maneuvering. A swearing-in could still happen in the next 48–72 hours if TVK manages to bridge the remaining gap.
